The Emigration Agent also stated that he only gave the Alped a modified "certificate not declaring full compliance with the provisions of the Superial Act" and that it was "explained to those concerned that this certificate conferred no protection whatever at the Port of debarkation, and that every Passenger beyond the Parliamentary number was carried at their own risk!".
As by the Act of last session (18+19 Vic. cap 104) Chinese Emigration is withdrawn from
